비대면 수업 연장(5월 9일까지)에 관한 안내

중앙가족 여러분,

유례없는 코로나19 감염병 사태로 텅 빈 캠퍼스의 3월은 유난히 길게 느껴졌습니다. 이제 캠퍼스 곳곳 봄꽃이 만개하고 있지만 아직도 진정되지 않고 오히려 전 세계적인 확산에 따른, 해외 역 유입 우려까지 커지고 있는 실정입니다.

어제 교육부는 4월 6일 예정되어 있는 유초중고의 개학을 온라인으로 실시하는 3차 연장방안을 발표하였습니다.

그간 우리 대학은 코로나19라는 어려운 환경 속에서도 정상적으로 학사를 운영하고자 교무위원회의를 통해 아래와 같이 대응해 왔습니다.

○ 1월 28일(화) 국가 감염병 발생으로 의무부총장을 위원장으로 하는 코로나19 감염 대책위원회 및 행정부총장을 본부장으로 하는 중앙사고수습본부 구성

○ 2월 4일(화) 국가 감염병 위기경보가 ‘주의’에서 ‘경계’단계로 격상됨에 따라 코로나19 감염 대책위원회 권고를 수용하여 개강을 2주 연기하고 입학식 취소와 학위수여식 연기 결정

○ 2월 25일(화) 코로나19 상황 악화로 개강 후 2주간 비대면 온라인 수업을 실시하기로 결정하였으며 e-class시스템을 확장함과 동시에 온라인 학습콘텐츠를 제작하며 대비

○ 3월 19일(목) 코로나19 상황이 호전되지 않음으로 인해 비대면 온라인 수업 기간을 4주차까지 추가 연장하기로 결정하였고, 실험실습 및 실기과목은 종강일을 7월 10일로 조정하며 유연한 학사운영이 가능하도록 대처

이와 같은 상황에서 총장단은 코로나19의 상황을 예의 주시하는 동시에 지난 3.27.(금)과 3.30.(월)에 학생 대표와의 간담회를 통해 학생들의 의견을 청취하였고, 감염 전문가의 의견을 구한 결과 4.13.(월)에 대면수업을 시작하면 집단감염이 발생할 우려가 여전히 높아서 정상적인 수업이 진행되기 어렵다는 결론에 도달했습니다.

어떠한 상황에서도 중앙가족 여러분의 건강과 안전을 최우선으로 한다는 원칙에 따라, 오늘(4.1.(수)) 긴급 교무위원회를 개최하여 4.11.(토)까지 예정된 비대면 수업을 중간고사 기간인 5.9.(토)까지 연장하여 시행하는 것으로 결정하였습니다. 즉, 1학기 대면수업은 중간고사 기간 이후 시행하게 되었습니다.

현재 이루어지고 있는 비대면 온라인 수업과 관련하여 여러 가지 우려와 걱정이 있는 것을 잘 알고 있습니다. 온라인 수업 연장에 따라, 아래와 같은 조치를 시행하여 학생 여러분이 수업을 받는 데에 지장이 없도록 하겠습니다.

첫째, 온라인 수업기간은 3.16.(월)~5.9.(토)로 기존보다 4주 연장하여 총 8주간 시행하게 됩니다.

둘째, 중간고사는 재택시험이나 과제물 대체 등 각 수업의 교수님 재량 하에 운영할 수 있도록 자율권을 드리고자 합니다(중간고사를 실시하지 않는 방법도 가능합니다).

셋째, 온라인 수업이 진행됨에 따라 학생들의 학습효율과 교수님들의 수업내용 전달의 어려움 등을 고려하여, 이번 1학기에 한해 성적평가 기준을 변경하여 전 과목에 절대평가를 적용할 예정입니다.

넷째, 실험ㆍ실습, 실기수업은 연장되는 온라인 수업만큼 보강하는 것이 현실적으로 어려워, 가능한 수업은 최대한 온라인 수업으로 진행하는 것을 원칙으로 하되 불가능한 과목에 대해서는 철저한 안전관리 대책을 수립한 후 대면 수업을 실시하는 것을 허용하고자 합니다. 이미 실험ㆍ실습, 실기수업은 종강일을 7.10.(금)으로 연장하여 부족하나마 추가로 수업할 수 있도록 조치를 취한 상태입니다. 또한, 실험ㆍ실습, 실기수업이 충실히 이루어질 수 있도록 각 대학(원)장님 주도하에 과목별로 시행계획을 수립하고 학생들과의 적극적인 소통을 통해 수업이 원활히 진행되도록 하겠습니다.

다섯째, 학생들의 수업권을 최대한으로 보장하고자 필수 수강해야 하는 과목들이 폐강되지 않도록 요청한 과목에 대해서는 이미 강의 개설 허용을 완료하였습니다.

또한 중앙가족 여러분께서 느끼시는 비대면 온라인 수업 방식의 불편함이 최소화될 수 있도록 아래와 같이 조치할 것입니다.

첫째, 온라인 수업의 질 유지는 개별 교수님들께서 책임지고 운영하시도록 단과대학장 및 대학원장 차원에서 관리 및 지원할 것입니다. 혹시나 발생할 수 있는 학생들의 불만사항은 강의Feedback 제도를 활용해 의견을 주시기 바라며 교수님들께서 Feedback 내용을 참고하여 강의에 반영하실 수 있도록 안내하겠습니다. 또한 학생용 안내 가이드를 비롯한 모든 채널을 통해 중요한 내용을 학생 여러분께 즉시 알리겠습니다. 3주차부터는 강의 유형 또한 스튜디오 촬영, 동영상 강의, 실시간 화상강의로만 실시하도록 하였고 공개학습콘텐츠의 활용은 보조자료로만 활용할 수 있도록 이미 조치한 상태입니다.

둘째, 장애학생의 경우 온라인 수업에 애로사항이 많을 것입니다. 장애학생에게는 학습에 도움을 줄 수 있는 학생 도우미와 속기사 지원 등 지속적으로 1:1 맞춤형 지원을 시행할 것이며, 학습 만족도 모니터링과 의견수렴을 통해 추가로 지원할 수 있는 사항을 점검하고 지원하여 수업을 충분히 받을 수 있도록 할 것입니다.

셋째, 강의 제작과 관련하여 교수님들께서 여러 어려움을 느끼고 계실 수 있습니다. 영상의 촬영 방법, Zoom시스템 활용, 다양한 강의제작 방식에 관하여 교수학습개발센터와 학습혁신지원팀을 중심으로 온라인 수업에 필요한 지원을 적시에 제공할 수 있도록 노력하겠습니다.

넷째, 제작된 강의 콘텐츠의 무단촬영과 복제, 배포 등을 우려하시는 교수님들을 위해 저작권 침해에 관한 내용을 여러 경로로 다양하게 안내ㆍ홍보ㆍ교육하여, 우려하시는 상황이 발생하지 않도록 관리할 것입니다.

사랑하는 중앙가족 여러분,

여러 번 미루어지는 비대면수업 일정에 많이 답답하고 불안하실 것을 피부로 느끼고 있습니다. 코로나19로 인한 수업환경 불확실성의 증가와 이에 따른 학생 여러분의 학업에 대한 스트레스, 교수님들의 수업 준비와 관련한 어려움이 매우 깊음을 총장으로서 누구보다도 잘 이해하고 있습니다.

그러나 무엇보다도, 이 모든 전례 없는 조치는 오로지 중앙가족 여러분의 안전과 건강을 위한 것임을 깊이 헤아려주시기를 부탁드립니다. 상기한 조치 외에도 교수님과 학생 여러분이 변화된 수업환경 속에서 보다 더 효과적으로 수업을 할 수 있는 방안이 있다면 추가로 조치를 시행하겠으니, 다양한 채널로 제안 주시기 바랍니다.

일부에서는 일상적인 교육서비스를 제공받지 못하는 기간만큼 등록금이 환불되어야 한다는 주장도 제기되고 있습니다. 저와 대학본부는 이러한 요구에 귀를 기울이고 무겁게 받아들이고 있습니다. 하지만 우리 중앙대학교는 교육, 연구, 봉사가 종합적으로 이루어지는 고등교육기관으로 비대면 온라인 수업으로 인해 등록금 환불을 시행하기는 어려움이 있다는 것을 알려드립니다. 이미 우리 대학은 등록금 대비 투자를 의미하는 교육비 환원율이 거의 두 배 수준이고, 등록금 회계상에는 잡히지 않는 교수님들의 연구비를 통해 학생들에게 별도로 지급되는 연구보조금도 200억 수준에 달하고 있습니다. 또한 대학 본부가 주관하는 재정지원사업도 200억 수준에 이를 것으로 예상하고 있습니다. 이 모든 결과는 코로나19가 확대되고 있는 지금도 불철주야 노력해주시는 교수님과 직원선생님들의 노고가 있기 때문입니다.

지금은 우리 대학의 모든 구성원이 하나로 마음을 모아 이 위기를 극복할 때입니다. 학생, 교수, 직원, 동문 모두가 하나의 마음으로 이번 학기를 온전하게 끝마칠 수 있기를 간절하게 바랍니다. 저는 우리 학생들과 교수님들이 웃으면서 이번 학기를 마칠 수 있도록, 과거 어떤 학기보다도 부족함이 없는 학기가 될 수 있도록 필요한 모든 조치를 강구하고 실행해나갈 것입니다.

지금의 상황은 비단 대학 뿐 아니라 교수님 개개인, 학생 개개인에게 던져진 도전이기도 합니다. 우리 모두에게 닥친 이 위기를 중앙가족 여러분과 하나가 되어서 헤쳐 나가고, 정상적으로 학기를 종료할 수 있도록 모든 역량을 집중하겠습니다. 또한 중앙가족과 함께 어려움을 극복해낼 이 경험이 ‘함께 성장하는 대학’의 학풍을 형성하는 씨앗이 되고, ‘AI와 접목한 교육시스템 구축’의 초석이 되어 중앙대학교의 더 먼 미래를 설계할 수 있는 기회로 만들겠습니다.

Message from the President about Moving Classes Online (~May 9th)

Dear CAU Community,

Seeing an empty campus due to the unprecedented COVID-19 outbreak, it feels like we had the longest March ever. Spring flowers are blooming in every corner of our campus, but the outbreak has not been contained yet. Meanwhile, concerns over imported cases are growing as the outbreak has spread around the world.

On Tuesday, the Ministry of Education announced that all elementary, middle and high schools nationwide would start school online on April 6.

To get through this difficult time, the CAU Academic Board has discussed and mobilized all possible measures for seamless campus operations as follows:

○ Jan 28 (Tue): Created a COVID-19 Epidemic Response Committee chaired by Vice President for Healthcare System and a Central Emergency Response Committee led by Vice President for Administration in response to the outbreak.

○ Feb 4 (Tue): Delayed the start of semester by two weeks while cancelling the entrance ceremony and postponing commencement ceremonies to follow the recommendations from the COVID-19 Epidemic Response Committee, which were made after the government raised the country’s disease alert level to the highest from “Orange” to “Red.”

○ Feb 25 (Tue): Decided to move classes online for the first two weeks of the spring semester due to the worsening COVID-19 situation while expanding the e-class system and preparing online class materials.

○ Mar 19 (Thu): Decided to extend the online class period by additional two weeks and adjusted the class end date of practice-based courses to July 10 for flexible scheduling.

While keeping a close watch on coronavirus, CAU’s leadership had a meeting with student representatives on Mar 27 (Fri) and 30 (Mon) to collect students’ opinions and thoughts on the current situation. From what we heard from those meetings and in consultation with pandemic experts, the CAU Academic Board has concluded that students could still be at high risk of infection if offline classes resume on Apr 13 (Mon) as scheduled.

As your health and safety is our paramount concern, we held an emergency CAU Academic Board meeting on Apr 1 (Wed) and decided to extend the online class period by additional four weeks until the midterm ends—from Apr 11 (Sat) to May 9 (Sat). In other words, face-to-face classes will resume after the midterm.

There is an understandable level of concern on our campus over non-face-to-face classes that are currently offered. To make sure that our students suffer no disadvantage due to the extension of the online class period, the university has decided to take the following measures:

First, we are moving all courses online for 8 weeks from Mar 16 (Mon) to May 9 (Sat) as we have decided to extend the online class period by additional 4 weeks.

Second, instructors are allowed to have discretion in their choice of assessment measures for the midterm. Exams can be replaced with take-home exams or assignments. (Instructors are allowed to cancel midterm exams.)

Third, grades will be determined using an absolute grading system only for this spring semester considering the impact of moving classes online on students’ learning efficiency and the difficulties our instructors have faced with their new teaching and assessment methods.

Fourth, for courses of which nature is not suited for remote delivery such as practice-based ones or those that include lab experiments, we have decided to allow the instructors of those courses to offer face-to-face instruction after preparing strong safety measures only when it is inevitable. Already, we have delayed the class end date of such courses to July 10 (Fri) to provide the instructors with maximum flexibility to finish classes on time. The Dean of each college and graduate school will play a leading role in preparing action plans to offer practice-based classes in full and the university will proactively communicate with students to prevent any unexpected problems during each class.

Fifth, to protect students’ rights to learn, we have approved to keep the courses required for graduation not closed as many have requested.

Also, we will take the following measures to minimize the inconvenience that could be caused by remote instruction:

First, the Dean of each college and graduate school will manage and support instructors to maintain the quality of their classes. We ask our instructors to use the student course feedback system to respond to possible complaints from students and reflect them to your class if there is any. Also, we will keep students updated with important announcements by providing student guidelines and using every single channel we can mobilize. We have already sent out an announcement requesting all instructors to offer their class by choosing one of the three lecture types—a video lecture recorded at the self-record studio on campus, a video lecture recorded at other places at the instructor’s discretion or a real-time live class—and public materials shall be used as supplementary materials only.

Second, we acknowledge that students with disabilities could go through unexpected difficulties while taking online classes. Therefore, we will provide 1:1 support by matching them with peer volunteers or stenographers. Also, we will continuously measure their satisfaction with classes and collect their feedback to see if we can provide them with additional support to ensure they have no issue taking their classes.

Third, we understand the difficulty that our instructors might be going through regarding remote instruction. The Center for Teaching & Learning and Learning Innovation Support Team will take the lead in supporting them in a timely manner by giving out guidelines on how to record lectures and use ZOOM for the delivery of class and providing suggestions on how to create class materials.

Fourth, for instructors concerned about unauthorized recording, copying and distribution of their lecture content, we will provide information and education about copyright infringement via various channels and take relevant measures to prevent it.

Dear CAU Community,

I can feel how it would be frustrating to see all classes being moved online and the resumption of offline class operations being delayed multiple times. I deeply understand your difficulties as I listen to the concerns over the virus of every CAU member as President. Students are stressed out as it is unclear whether face-to-face classes could be resumed and instructors are facing difficulties regarding online class preparation.

However, I ask for your patience and kind understanding for the aforementioned decisions we made for the safety and health of all members of Chung-Ang University. If you have any other suggestions on more effective class delivery methods, please let us know through various channels.

Some are asking for partial tuition refunds, saying online classes should not cost as much as regular ones. I myself and the CAU Academic Board are feeling a grave sense of responsibility for that. However, we are deeply sorry to inform you that it is difficult to offer a refund for moving classes online. Chung-Ang University is a comprehensive higher education institution that exists for education, research and community service. We have already invested in education double the amount tuition fees collected. Our investment in research, which takes the form of research grants for professors and students, is not recorded under the tuition fee account but it has already reached nearly 20 billion won. Also, the financial assistance programs offered by CAU are expected to be worth 20 billion won in total. All these were possible thanks to the efforts of our faculty and staff members who work day and night.

Every CAU member must bind together as one to overcome the ongoing crisis. I hope students, faculty, staff and alumni join hands to finish this term successfully. I promise to discuss and take all measures required to see our students and faculty members finish this semester with a smile on their face and make this term as successful as previous ones.

The current situation has brought new challenges not only to the university itself but also to all faculty and students. I will devote all my efforts and capabilities to come out of the ongoing crisis together with every member of Chung-Ang University and ensure that we complete the spring term successfully. I believe that the whole new experience of making our way through this challenge together will let us turn the ongoing crisis into an opportunity to plan our future direction and advance further. Together, we will lay the groundwork for building a university where all members grow together and establishing an AI-based education system.
